Information:
The secure Web Browser is one method for safely transmitting
files from a participating Local Government entity to the Clearinghouse.
In addition, it is also a method for the Clearinghouse to place files for the
entity to securely download. These files include the file of setoffs from the
North Carolina Department of Revenue. In addition, new updates of the Client
application software are placed in the entity's own folder. The
Clearinghouse sets up a unique folder on our server specifically for each
participating entity. Each folder is password protected to provide the highest
level of security.
File name format:
- File name an ASCII (Unicode) participant should call its
weekly update file it sends to the Clearinghouse: currently unrestricted.
Most entities use the original Clearinghouse file name recommendation:
data.zip even though it does not have to be compressed or encrypted. The
Clearinghouse's Web Browser system automatically encrypts the data during
transmission. Only the Clearinghouse can decrypt the file to its
original contents. In early 2005 a change will go into effect that
changes the file name to the following format: Entity Code + trans.txt.
Sample Formats of File Names:
- County Entity 078: C078trans.txt
- Municipality 312: M312trans.txt
This will assist in
ensuring that the file belongs to the Entity and aids in the archival and
auditing processes that occur periodically. Notification will be distributed
weeks before this goes into affect.
User IDs and Passwords:
The Clearinghouse will assign you a Username
and Password to access the Clearinghouse secure server in order to
transmit and receive data files. The Password may be difficult to
remember but it is for the highest level of security.
